Recuva is the very best free data recovery software tool available (it also has the pay edition) for recovering data from FAT, exFAT and NTFS partitions. Recuva can recover files from hard drives, external drives (USB drives, etc.), BD/DVD/CD discs, and memory cards. It has two modes wizard mode and manual mode. Whatever mode you're using, Recuva is a nice recovery tool, effective and very easy to use. However, if there is a severely damaged disk, this freeware is helpless.

It can recognize data types even when the header is missing, so you can recover from deletions, formatting, or even total volume loss with an arguably "deeper" search for deleted files than other similar undelete programs. PC Inspector File Recovery supports Windows 8 and under. I tested it in Windows 8.1, but failed.
PhotoRec is an extremely powerful free undelete tool that runs almost everywhere (DOS, Windows, Linux, Mac OS X, more). It can recover files from hard drives, optical drives, and memory cards. PhotoRec should be able to undelete files from any storage device on your PC. PhotoRec supports Windows 7, Vista, XP, Server 2003, 2000, NT, ME, 98, and 95.
It is limited by its command-line interface and multiple step recovery process. Another problem is that it's very difficult to avoid recovering all deleted files at once, not just the one or two you're after. It doesn't support Windows 8 and Windows 8.1 as well.
UndeleteMyFiles Pro is another free data recovery program. You can also preview files with Tree View and Detailed View. There's a nice search option in UndeleteMyFiles Pro that lets you search by file location, type, size, and attributes. It works with Windows 8 without any issues, but it doesn't support Windows 8.1.
